1. Public Administration & Policy (PAP) is a journal of a purely academic nature, published in June and in December.
2. Public Administration & Policy (PAP) is based on the principle of publishing academic papers or practical research on administration, public policy, politics and humanities & social sciences.
3. Manuscript Formatting
A. Please include the name of the article, the complete name of the author, institutional affiliation, address, contact number, fax and e-mail on the title page (Article’s name, author’s name and the institutional affiliation should be both in Chinese and in English).
B. Submissons should be accompanied by abstracts in both English and Chinese (250 to 500 words).
C. In order to be consistent with the example, the full text of the paper should be written in accordance with the journal article reporting standard of Public Administration & Policy (PAP). If it is not followed, the editorial committee has the right not to publish it. Manuscripts are subjected to anonymous peer review, and any other information that are sufficient to identify the author should be removed from the paper
D. If the manuscript is submitted by two or more people, the proportion of writing and contribution should be indicated. For the rewriting of the master’s and doctoral dissertation, if the contributors are two or more co-authors, the proportion of writing and important content should be indicated.
E. Manuscripts should contain no more than 9,000 words in English (20,000 words in Chinese) unless you have been specially commissioned by the editorial board. All material should be typed in Microsoft Word format.
4. Reviewing process
A. All submissions are subject to anonymous peer review, and those who completed peer review must still be confirmed by the editorial committee of Public Administration & Policy (PAP) whether the degree of revision of the article meets the requirement before publication. The author will be notified of the results of the review in due course.

Noted:
1. The third-party review opinions are “consent to publish”, “reject” and “revise and reexamine”. In the case of “revise and reexamine”, the article is send back for revision and then send back to third-party for review. It is based on its “consent to publish” or “reject” opinion.
2. The editorial committee may decide whether to publish, reject or request other review according to the content, format and review opinions of the article.
5. Copyright
A. The contributor maintains the copyright of the published papers, but shall agree to authorize Public Administration & Policy (PAP) to re-authorize The National Central Library or other library operators to reproduce, provide services through the internet, authorize users to download, print, browse, etc., and may modify the format at its discretion to meet the needs of each database. The contributor agrees that the income from the authorization with royality fee shall be owned by Public Administration & Policy (PAP).
B. In general, an author should not submit for consideration in another journal a paper that has been published previously. An author should not publish manuscripts describing essentially the same research in more than one journal of primary publication, and the content of the manuscript should not violate the copyright law or other relevant laws and regulations. If the author wishes to publish their work in other journal, the written consent of Public Administration & Policy (PAP) should be obtained first.
C. In accordance with international academic practice, papers that have been read at academic conferences at home and abroad are regarded as unpublished works, and are welcome to be revised and submitted to Public Administration & Policy (PAP).
D. Manuscripts submitted to Public Administration & Policy (PAP) should not be under consideration for publication at another journal. The submission will be withdrawn if the manuscript is founded under the consideration at another journal for publication. If the author wishes to submit the manuscripts to another journal, please contact the editorial board to withdraw the submission.
6. Submitting your manuscript
A. Manuscripts are collected in a “review upon arrival” manner. There’s no deadline on the manuscript, and the manuscript will be published in the order in which they are adopted.
B. Please submit the manuscript to the email address: pa@mail.ntpu.edu.tw. Please provide a submission cover and an anonymous word file for the article.
7. These guidelines shall be implemented after being adopted by the faculty council of Department of Public Administration and Policy, National Taipei University, and the same shall apply when amended.
