Guidelines for Manuscript Submission to the Public Administration & Policy


I. Public Administration & Policy (PAP) is a purely academic journal, published in June and December. 

II. PAP is based on the principle of publishing academic papers or practical research on administration, public policy, politics, and humanities and social sciences. Manuscripts are reviewed upon submission. 

III. Article Format

1. The cover page of the manuscript should include the title of the paper, the name of the author, the service organization (in both English and Chinese for the three aforelisted items), as well as the author’s address, contact telephone number, fax number, and e-mail address. 

2. The manuscript should be accompanied by an abstract in English and Chinese, with a length of 250-500 words in principle. 

3. For the sake of consistency, the full text of the paper should be written in accordance with the Manuscript Formatting Guidelines of PAP. In order to ensure the anonymous review can be carried out properly, please do not include any information in the text that could lead to the identification of the author. 

4. If a manuscript is submitted by two or more persons, the ratio of writing and contribution should be indicated. For the rewriting of a master’s thesis, if the contributor is a co-author where there are two or more persons, the proportion of contribution and the important contributions of each author should be stated. 

5. Manuscripts should contain no more than 9,000 words in English (20,000 characters in Chinese) unless you have received special dispensation from the editorial board. All material should be typed in Microsoft Word format. 

IV. Review Procedures

1. All manuscripts are subject to anonymous review, and articles that pass the review must be confirmed by the PAP editorial board that the degree of revision meets the requirements before publication. The author will be notified of the review results in a timely manner.

Description:
1. Third review opinions include: “Approved for Publication”, “Not Approved for Publication”, and “Revise and Resubmit for Review”. In the case of “Revise and Resubmit for Review”, the article will be Returned for Revision and then sent back to the third reviewer for second review, and the result will be based on the opinion “Approved for Publication” or “Not Approved for Publication”. 

2. The editorial committee board may decide whether to publish, return, or request additional reviews for an article based on the content, format, and review opinions. 

V. Copyright

1. The contributor maintains the copyright of the published papers, but shall agree to authorize Public Administration & Policy (PAP) to re-authorize the National Central Library or other database operators to reproduce, provide services through the Internet, authorize users to download, print, browse, and may modify the format at its discretion to meet the needs of each database. The contributor agrees that the royalty income from the authorization shall be owned by PAP. 

2. The content to be published by PAP must not have been published in other journals or books. The content of the manuscript should not violate the Copyright Act or other relevant laws and regulations. The author shall be liable for any violation. If the author wishes to publish their work in another journal or book, the written consent of PAP should be obtained first. 

3. In accordance with international academic practice, papers that have been presented at domestic or international conferences are considered unpublished and are welcome to be submitted to PAP after revision. 

4. PAP does not accept manuscripts that have been submitted elsewhere. If you wish to submit your manuscript elsewhere, please withdraw it from PAP first. If any manuscript is found to have been submitted elsewhere during the review period, PAP will return the manuscript. 

5. PAP shall provide remuneration for the manuscript, the journal issue in which the paper is published, and a sample copy of the author’s article. 

VI. Submission of Manuscript

1. Manuscripts are reviewed upon submission, with no deadline, and will be published in the order in which they are approved. 

2. Please submit your manuscript by email to the following address: pa@mail.ntpu.edu.tw. (Please provide a. Submission cover. b. Word file of the submitted article without the author’s name) 

VII. These regulations will be revised by the PAP editorial board and submitted to the Department Affairs Council for approval before implementation.
